Main Informations

Brief history

The CPD was established in 2005 by a special Act - the Protection against Discrimination Act (PaDA), adopted by the National Assembly of the Republic of Bulgaria.
The Commission consists of 9 members - the National Assembly appoints five members, including the Chair and Deputy Chair of the Commission and the President of the Republic of Bulgaria appoints 4 members.
The mandate of the members of the Commission is five years
In the election or appointment of the Commission members, the principles of balanced participation of women and men and of participation of persons belonging to ethnic minorities is respected
The CPD is accredited as a National human rights institution with status "B" by the Human Rights Council of the United Nations.
The Commission also acts as a national contact point on hate crimes with the Organization for Security and Cooperation in Europe. In this capacity, the Commission annually collects data on hate crimes as instructed by the Office for Democratic Institutions and Human Rights (ODIHR).

Management details

The Commission for Protection against Discrimination is a permanent collegial body of 9 members, including the Chair and Deputy Chair. The Commission members are assisted by an administration which is divided into directorates, and the directorates are divided into departments.

Additional details

The Commission for Protection against Discrimination is assisted by an administration which comprises of: Secretary General; General Administration; Specialized Administration; Financial Controller and Information Security Officer. The General Administration is divided into Directorate “Administrative and legal services”, and Directorate “Financial and Economic Activities and Property Management”. The Specialized Administration is divided into Directorate "Specialized proceedings, analysis and prevention" and Directorate "Regional representatives".

Related News

On 16 May 2017 the European Commission against Racism and Intolerance (ECRI) published two country reports and four conclusions on the implementation of previous recommendations. In their publications, ECRI pays special attention to the need for independent equality bodies with sufficient resources and powers.


Members of the Equinet secretariat and seven members of the Equinet cluster on Quasi-Judicial Functions were hosted by the Bulgarian Commission for the Protection from Discrimination in Sofia on 31 May 2017. The purpose of the visit was to observe the procedures of the Bulgarian Commission, which has one of the most formal quasi-judicial procedures within Equinet’s membership.
